Description
The Land Planning & Entitlements Manager is responsible for managing the pre-construction phase of land development projects, from conceptual layout through plan approval and bonding. This role serves as the primary liaison with civil engineers, regulatory agencies, and internal stakeholders to ensure timely and efficient plan creation, submittal and approval. The position plays a critical role in transitioning projects from planning into construction.

Duties and Responsibilities/Essential Functions: 

Planning & Engineering Oversight:
• Create pre-development schedules and timeframes.
• Manage the engineering consultant selection process including RFPs, contract negotiation, and coordination.
• Oversee the creation, review, and refinement of construction plans from concept to approval.
• Lead plan submittals, agency responses, and comment resolution to keep projects on schedule.
• Ensure construction plans are aligned with company fit lists, design intent, and jurisdictional standards.
• Obtain offsite easements as required.

Entitlements & Approvals:
• Coordinate and manage preliminary plats & site plans.
• Support the acquisition team with feasibility studies, conceptual layouts, and proffer assessments.
• Track entitlement conditions and agency requirements through approval milestones.
• Represent the company in meetings with engineers, planners, and local jurisdictions.

Utilities & Amenities:
• Coordinate with utility providers on preliminary system design, extensions, and agreements.
• Oversee the planning and approval of community entrance features, signage, and amenities.

Internal Collaboration:
• Host internal plan review meetings with Construction and Sales.
• Transition projects from pre-development to active construction in collaboration with the Land Development Manager.
• Support internal project milestone tracking and development scheduling.

Qualifications/Requirements:
• Education/Experience
o Bachelor’s degree in engineering, planning, real estate, or a related field
o Minimum of 10 years of experience in land development, civil design or entitlement management.  
o Familiarity with municipal development processes and permit approvals
o Certified Land Disturber

• Skills 
o Excellent in interpreting civil engineering and site development plans.
o Excellent communication, project management and leadership skills
o Highly organized, detail-oriented and capable of managing concurrent projects
o Proficient in Microsoft Office Suite; knowledge of CAD or engineering software a plus

• Abilities
o Ability to read construction and site plans.
o Ability to handle a variety of tasks, effectively prioritize and ensure follow-up
o Ability to work in a confidential manner, ensuring information is shared with internal and external individuals in an appropriate manner 
o Ability to maintain a courteous and professional demeanor in all situations

Pay Range:  $140-170k DOE
